Circle Internet Group has secured a limited-purpose trust charter from the New York Department of Financial Services (NYDFS) for its newly established entity, Circle Internet Trust Company. The approval follows the company's earlier receipt of a national trust charter from the Office of the Comptroller of the Currency (OCC), layering state-level regulatory oversight onto the existing federal framework governing its USDC stablecoin operations.
The dual-charter structure places Circle among a relatively small group of financial entities operating under both federal and New York state regulatory supervision. The NYDFS is widely regarded as one of the most rigorous financial regulators in the United States, and its BitLicense framework has historically served as a benchmark for crypto compliance standards. Circle's USDC is currently the second-largest stablecoin by market capitalization, with billions of dollars in circulation across multiple blockchain networks.
