BNY, Citadel Securities test tokenized U.S. Treasuries to speed up Wall Street financing

BNY Mellon and Citadel Securities have begun testing tokenized U.S. Treasury securities as part of an initiative aimed at accelerating collateral settlement in Wall Street's financing markets. The pilot represents a collaboration between one of the world's largest custody banks and a leading market maker to explore whether blockchain-based representations of government debt can streamline the traditionally slow repurchase agreement, or repo, market.

The repo market, which processes trillions of dollars in short-term borrowing daily, has long relied on legacy infrastructure that can delay collateral transfers by hours or even days. Tokenization of assets such as U.S. Treasuries — converting ownership rights into digital tokens on a blockchain — has been proposed as a mechanism to enable near-instantaneous settlement, reducing counterparty risk and freeing up liquidity more efficiently across financial institutions.

If successful, the pilot could add further momentum to a broader institutional push toward asset tokenization. Major financial players including BlackRock, JPMorgan, and Franklin Templeton have already launched or explored tokenized fund products, and regulators in several jurisdictions have begun developing frameworks to accommodate digital representations of traditional financial instruments.

Market participants will be watching whether the BNY and Citadel Securities test advances toward a live production environment and whether other major banks and broker-dealers join similar initiatives. The outcome could influence regulatory discussions around digital asset infrastructure in core capital markets functions.
